PRIMARY PURPOSE:
To administer the district’s financial affairs in compliance with the Texas Education Agency Financial Accountability System Resource Guide; manage the departments of Payroll and Accounting. Administer the district’s budget process to maximize availability of resources to provide equitable learning opportunities for all students.
QUALIFICATIONS:
Education/Certification:
Bachelor of Business Administration Degree required preferrably in Accounting
Certified Public Accountant, preferred
Special Knowledge/Skills:
Highly skilled to work with detailed financial data, evaluate and resolve critical problems utilizing a variety of sources
Excellent time management skills required to organize, prioritize and meet multiple deadlines
Ability to communicate effectively (verbal and written) and remain available at all times
Computer literate, Microsoft Word, and Excel Software experience, preferred
Experience:
Five (5) years of technical and managerial experience, required
Knowledge and experience in working with the Texas Education Agency Financial Accountability System Resource Guide and extensive knowledge of fund accounting, preferred
MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:
- Administer the financial affairs of the district, including handling of all funds, budgeting, accounting and reporting procedures. Determine that the district’s currently unused funds are invested wisely.
- Administer the preparation of financial reports as required by state and federal agencies having jurisdiction over public school funds.
- Administer, through the Directors, the departments of Payroll and Accounting.
- Work closely with the independent auditors in the performance of the annual audit.
- Develop long-range and short-range objectives and establish goals for the Accounting and Payroll Departments.
- Coordinate the efforts of personnel inputting budgets and budget revisions. Review, correct and assemble necessary paperwork/schedules for the district’s annual budget and necessary budget amendments.
- Work with Tax Assessor/Collector and the Delinquent Tax Attorney in tax matters relating to School, current and delinquent tax collections.
- Supervise, evaluate, and make recommendations for the employment, assignment of and/or termination of personnel as determined by the organization chart.
- Represent the District's Financial Operations in the Board of Trustee Meetings.
- Respond to inquiries by the Board of Trustees, Administrators, School Principals and others on District Business matters.
- Determine that detailed procedures are in place to assure compliance with the Texas Education Agency Financial Accountability System Resource Guide. Assist and coordinate personnel in implementing changes.
- Review or prepare financial data presented to the Board of Trustees and ascertain that items pertaining to the Payroll and Accounting Departments are properly and timely prepared.
- Work with the Payroll, Accounting and Department of Technology staff in developing and improving computer programs.
- Determine that internal control procedures for the school district’s Business Office are in place.
- Follow McAllen ISD customer service standards.
- Perform other duties assigned by the immediate supervisor (primary evaluator).

Daily Rate pay range:
Minimum: $ 434.60
Maximum: $ 606.36
Note: Starting pay for a new hire in a pay range plan will be determined individually based on each person's job-related experience and salaries paid to peer employees in the same position with similar experience.
